CABINET CRISIS THREATENED
♦ FRENCH MINISTRY CHANGES EARLY DEFEAT LIKELY SEQUEL TO STAVISKY SCANDAL (UNITED PRESS ASSOCIATES'—BY ELECTRIC TELEGRAPH—COPYRIGHT.) (Received February 4, 11.40 p.m.) PARIS, February 3. Another Cabinet crisis is threatened following the resignations of M. Pietri Fabry and M. Doussaint, Under-Secretary for Education, when the Government announced the transference of M. Chiappe from the Prefecture of Police to the residency generalship at Morocco, and the appointment of M. Thome, director of the Surete Generate, as administrator of the Comedie Francaise.
Other changes include that of M. Pressard, who is M. Chautemp's brother-in-law, from the office of assistant public prosecutor to the judicial bench. All changes are attributable to the Stavisky affair. The Socialists also demand the dismissal of M. Chiappe, owing to his handling of the Paris riots. M. Daladier offered, and M. Paul Boncour has accepted, the office of Minister for War. M. Palmade has declined the Finance portfolio, but the Government is so shaken that its resignation is expected in any case. A defeat in the Chamber of Deputies on February 6 is probable. M. Doumergue is already in Paris in readiness to accept the Premiership. M. Chiappe is reported to have refused the Moroccan post. He is at present in bed with sciatica and is unable to visit M. Daladier, but his successor, M. Bonnefoy Sibeur, has already taken office. During the Stavisky enquiry Pigaglio told the magistrates that Stavisky had planned to escape to Venezuela. He expected that he would not be sought as the Government would have done everything to avoid a big scandal.
