COUNTY COUNCILS

RANGIORA The Rangiora County Council met yesterday. Present: Messrs W. Stalker (chairman), H. Tallott, G. K. Crysell, M. C. Ormandy, J. Brosnan, and J. M. Young. A motion of sympathy with the relatives of the late Mr J. D. Wyllie was passed. Permission was granted the Fernside Tennis and Cricket Clubs to erect a notice board on the gravel pit reserve at Fernside. The Kaiapoi Borough Council wrote agreeing to share equally in any legal expenses incurred in the preparation of an agreement with the farmers concerned in the clearing of Mcintosh's drain. It was decided that the chairman and Mr Tallott represent' the council at an informal conference convened by the Provincial Executive of the Farmers' Union for October 18, to discuss the cost of power to electric power boards.' At the request of the solicitors to Mrs L. .fudson, the council passed a motion declaring that section 128 of Ihe Public Works Act, 1928, should not apply to Preece's road. Woodend. The council approved the proposals of the Canterbury Roadside Beautifying Committee, and Mr Ormandy was appointed delegate to a meeting of local body representatives and the committee. The chairman and Mr Tallott were appointed delegates to a conference of South Island county representatives to be held in Christchurch on November 8, and it was suggested that the question of power costs be discussed at the meeting. A copy of the gazette notice giving the council control of the Cust and j West Eyreton public cemeteries was received from the medical officer of health. I The financial statement showed the i receipts for September to have been j £944 12s 6d, and payments £787 Os 7d, I

leaving a debit balance of £3045 Hs lOd. Accounts totalling £855 4s 3d were passed for payment. In his report the foreman stated that shingling had been continued and the reformation of the lower end of the Waikuku Beach road had been finished. Fifty-three relief workers had been engaged on various jobs. Owing to complaints received, an inspection of the Cam river was made and 42 carcases of animals removed from the stream and buried. The Fernside road formation was under way. The traffic inspector reported that 14 new licenses had been issued; sis cases heard in the courts and fines inflicted; and 12 warnings issued for cycling without lights.

SPRINGS. Cr. J. S. Simpson presided over the monthly meeting of the Springs County Council. Other members present were Crs. J. H. Williams, J. W. Kime, J. Woods, C. H. Watson, and P. V. Bailey. The clerk reported receipts for the month amounting to £1023 6s lOd, and balances as follows:—Springston riding, credit £286 5s 2d; Greenpark riding, credit £66 7s 7d. Accounts for payment totalled £454 13s 9d. The Burnham citizens' ball committee forwarded a donation of £1 for the council's benevolent fund* Tho donation was accepted with thanks. Mr M. D. Ryan expressed appreciation of the action of the council in having Pannett's road drain deepened and tree stumps removed. He also congratulated the council upon the way in which the men had worked on a very difficult job. At the request of the Paparua County Council the chairman was empowered to confer with representatives from Paparua on a proposal to share in the cost of a light on the boundary road at Lincoln. The chairman was asked to attend a conference of interested parties called by the North Canterbury executive of the Farmers' Union to discusa taking steps to secure a reduction in the wholesale rates charged by the Government for electricity supplied to rural supply authorities. Advice was received from the Treasury of the payment to the councils credit of £375, being 75 per cent, of tho subsidy on rates. The council's share of the heavy traffic fees collected in No. 14 district for the quarter ended August 31 was £ll3 4s sd. 4 . . A sub-committee set up to mspect English's bridge reported that in Us opinion the existing structure would serve for ordinary traffic for' seven to 10 years, but not for traction engine traffic In the circumstances the council did not think the expense of providing a new bridge would be justified.
