SPANISH CORTES REOPEN
INTENSE EXCITEMENT EARLY DISSOLUTION EXPECTED (Received October 3, 9.20 p.m.) MADRID, October 2. The Cortes reopened in an atmosphere of intense excitement. The building was guarded by the police. Senor Alejandro Lerroux, the new Prime Minister, declared that Spain stood midway between anarchy and a dictatorship. Senor Lerroux has not a majority, owing to a split among the Radical-Socialists, and as he will not resign he is expected to dissolve the Cortes. Catalanian Cabinet has resigned.
