♦ BIG BUILDING PROGRAMME. AUTHORITIES' DETERMINATION. (UNITED VBES3 ASSOCIATION—H7 ELXCTKIC . TELEOBAm—COPTRIGHT.) (Received July 11, 9.50 p.m.) TOKYO, July 10. Determined to build to the limit allowed by the London Treaty, the navy staff contemplates the construction of two cruisers of 8500 tons each, two aircraft carriers of 10,000 tons each, 14 destroyers of 1400 tons each, six submarines, a mine-layer, eight torpedo boats, and eight new flying units. The naval authorities are reported to be pledged to oppose tooth and nail any reduction in the estimates, considering them to be the absolute minimum required for national defence.
