It is understood that his Eminence Cardinal Pacelli (Secretary of State of the Holy See) and Herr von Papen have reached a concordat in principle between the Vatican City and Germany, linking the existing Vatican agreements with Prussia, Bavaria, and Baden. [While the Chinese steamer Shenghan was on its way from Tientsin to Shanghai the Russian master of the ship, Captain Vikman, his wife, the Russian mate, and seven Chinese members of the crew were murdered by five Europeans, who had stowed away on the vessel. They took charge of the Shenghan, but by bad navigation put her ashore. The Japanese police arrested Captain Taudin and two German compatriots named Schuler and Beeton.
