COUNTY COUNCILS.

KOWAI. At the last meeting of Hie Kov.ai County Council there were present W\ A. Kelchor (chairman), J. D. Wyllie, H, May, M. B. Forrester, J. H. James, R. Peach, and D. McLean. Correspondence was received from Mr F. Langbein, tho Highways Board representative stating that the board requested tho acceptance of the tender of British Pavements, Ltd., at .£5750, for the re-formation and bituminous surfacing of the main highway from Ashley river to Leithfield. The council unanimously agreed to the request. Tho traffic inspector reported that 13 drivers' licenses had been issued and five owners of heavy traffic vehicles had been asked to register in a higher class through over loading. Of 26 threshing mills and chaffcutting plants visited, 12 wero not registered at the time. A total of X 6 cases had been brought before tho committee for consideration and informations had been issued. Notification wbb received from the North Canterbury Hospital Board that it intended to apply to the Local Government Loans Board for permission to raise an additional loan of £BSOO for tho completion of the new nurses' home. Arising out of the surveyor's report, it, was decided to Colfix cover Saltwater Creek bridge on Sefton-Saltwater Creek main highway, and Gray's and Tobin's bridges, to carry out necessary repairs on McNaught's road, Broomfield, and to install a water tank at tho council's house, Broomfield. Cr. Wyllie and the clerk were appointed to receive and accept an offer for the suplily of oatsheaf chaff. It was decided to write thanking tho Canterbury Automobile Association for erecting road signs at Goldmining Gully on Hurstlea terrace road. Cr. Kelcher and the clerk were appointed to deal with the section at Sefton lately occupied by Mr 0. Mitchell. The financial statement showed receipts since last meeting to be £1799 X3s 7d the credit balance at tho bank as £2IXO I9s yd, and the sum on fixed deposit as £I4OO Accounts amounting to £SBO 37 3 9d were passed tor payment.

A novel solution of the problem has been discovered in Germany, where the first "children's hotel" has been established. A kindergarten already existed in the house, hut it was desired to make it possible for parents to leave their children there for one or more nights in eases of emergency. A number of rooms have therefore been adapted for that purpose, so that Berlin parents who are moving, or wish to take a vacation without their children, or must for some other reason entrust them to the care of others, can now leave them in this children's hotel. Parents visiting Berlin can also entrust their children to the hotel, and can have them brought from the railway station or from any hotel to this novel institution, which is managed by a well-known children's welfare worker. The charge a child is only three to five marks a day.
