Lord Amulree will probably bo chairman, other members being Dr. Mac i Grath, nominated by ' the Canadian Government, Sir William fcitavert, nominated by the Newfoundland Government, with Mr P. A. Clutterbuck, of the Dominions Office, ns secretary. The Royal Commission will assemble in Newfoundland early in March, anu should complete its enquiries in time to enable decisions to be reached and appropriate arrangements made before July 1, when an interest payment « due. '
