It is reported from Moscow that Red aeroplanes aro bombing the icepiled western .mouth of tho Kuban river, in ordor to release flood water, which is becoming an elemental catastrophe, causing incalculable losses. The floods have ruined thousands of acres of autumn sowings in the rich north Caucasian steppe, and destroyed villages. Thousands of Cossacks are homeless.
An official bulletin does not montion the number of lives lost, but says that special flood fighting commissions have been appointed. Disquieting reports from the faminestricken districts montion that oattle are dying of starvation, and that peasants in the Volga Basin are grinding their seed reserves. Officials declare that tliero is no scarcity of food, but that it is squandered by the Siberian peasants, who misuse agricultural and other machinery and are using the leather belting to sole.their boots. —"The Times" cable.
