CHINESE CRISIS.
GOVERNMENT FACES BANKRUPTCY. BANKS GIVE TEMPORARY AID. (chiib ratss association —st stxctaic TEI-EafiAfiK COSTUOBT.) SHANGHAI, January 19: ' After several momentous conferences between Chinese bankers and the leaders of the Nanking Government regarding the near bankruptcy of the country and a possible moratorium for domestip loans, it appears that the difficulties have been temporarily overcome with, the announcement that the bankers are prepared to loan 10,000,000 dollars monthly, providing the bankers' representatives are permitted to participate in the distribution of tho amount. The Government, however, is still unable to function properly, owing to the continued absence of Marshal Chiang Kai-shek, Wang Ching-wei, and Hu Hamin (Kuomintang leaders), despite frantic efforts to persuade them to return to the capital. The decision regarding the proposed severance of .diplomatic relations with Japan is awaiting the sanction of the absent leaders. Thus Manchuria is subordinated to the present financial crisis.
