Arizona at sea the President, Mr Hoover, in a statement to the correspondents- accompanying him on his' ten "days' tour to American possessions in the Caribbean Sea, virtually expressed despair over the question of reviving the Virginia .'lslands economically. He said: "From every point of view except remote naval contingencies 'it is i unfortunate that the United States ever i acquired them, since thereby they had i acquired a poorhouse comprising ninety j per cent, of the population. The United I States, however, has no intention of abandoning the islands, despite. the heavy expenditures necessary to aid the population."
