LEAGUE OF NATIONS.
EUROPEAN FEDERATION PLAN. COMMITTEE TO CONSIDER IT. (BRITISH OFFICIAL WXBELBSS.) BUGBY, September 17. At the League Assembly at Geneva this morning a resolution was unanimously adopted appointing a special European committee to examine M. Aristide Briand's scheme for a European federation. The resolution provided that the committee should be at liberty to call in not only extra-European countries, if so dosired, but also non-members, of the League, whether European or not. ELECTIONS TO COUNCIL. CHINA NOT READMITTED. GENEVA, September 17. "I have promises for 40 votes in favour of the" eligibility of China, but I don't know whether all the promises will be kept," said the secretary of China's delegation. His doubts were justified, as China received 37 votes, falling short of the two-thiri.i majority necessary to flecure re-admissiou to the League Council. Guatemala, Norway, and the Irish Froo State were elected to the Council.
