The delegation of The Hague Conference will consist of Dr. Julius Curtis, Minister for Foreign Affairs, Herr Noldenhaur, Minister for Finance, Herr Schmidt, Minister for Economic Affairs, and Dr. Wirth, Minister in Charge of Occupied Territories. The chief expert will be the banker Herr Melchior. Surprise is expressed at Dr. Schacht, who is stated to be unwilling to be appointed an expert, and insisted on being a full delegate or nothing. He is willing to act and will be available, however, if required during the discussions relating to the Reparations Bank.
