CABINET MINISTER'S REFERENCE. MUCH SPECULATION IN LOBBIES. (Received November '-6 th, 5.15 p.m.) LONDON, November 2,1. Newspapers give prominence to a passage in Mr Shaw'a speech on unemployment insurance, in which he stated: "We are now paying £100,000,000 per year too much to people who have not "the smallest moral right to it. During the war money was lent to the Government at inflated rates. We adopted a post-war policy of deflation, and are now paying interest in deflated money. That fact has to be faced before this country can get on its feet again." There is much comment on the speech in the lobbies, and there are specula tions as to whether Mr Shaw spoke with the assent of the Chancellor (Mr Philip Snowden) and whether the speech signified legislation at the cxcxpensc of the holders of war stock.

LONDON, November Several questions have been addressed to the Prime Minister on the subject of the recent declaration of the Irish Free State Parliament regarding appeals to the Privy Council. Mr MacL>onald said tiiat he had not received any communication on the subjoce from the Fice Stale. The Marquess of Ilartiugtoii, Kirigsley Wood. Sir William Davison, and Sir Austen Chamberlain pressed the view that the Free State had raised an important constitutional point by a threat to legislate to prevent Privy Council judgments from operating in Ireland, which would lie a breach ot the Irish Free State Constitution Act. Commander Kenworthy asked: " Di<l not the Speaker recently rule that matters within the competence of the Dominions' Parliaments should not be discused in the British Parliament?"
