Ifc-e'ncil November -bth. 7.:'." pi.,. LONDON. November -"'. Resuming the d.-l.ate in the House .•f Commons on the second reading oi the Unemployment Insurance Bill. Nlr J. Devlin, in his first speech in the present Parliament, said that, for the first time in his life, he sympathised with the Government. As Parliament had admitted the principle of the unemployed allowance, the only .jucstioi" was whether it was adequate. The Government was dealing with the relie: side of unemployment very modestly. A real National Council representing all sides might do a good deal towards a .solution of t li«- problem of finding work. .Mr T. Miiiw (Secretary for War), winding up the debate, said that nobody regarded the Bill as ideal. The Government believed it represented as much as it could get from Parliament. The Bill was only a stop-gap and was not intended to be permanent. The Conservative amendment was defeated by •_•!•'.) to 2K! votes, and the Bill was read a second time. Forty-four Liberals voted with the Government. Labour Left-wingers, who were most dissatisfied with the Bill's rates and benefits, supported the Government against the amendment, but they stated that if there had been a division on the motion that the Bil| be read a second time, they would, as a protest, have abstained from voting.
