Devlin, in his first speech in the present Parliament, said that, for the first time in his life, he sympathised with the Government. Forty-four Liberals voted with the Government. Labour Left-wingers, who were most dissatisfied with the Bill's rates and benefits, supported the Government against the amendment, but they stated that if there had been a division on the motion that the Bil| be read a second time, they would, as a protest, have abstained from voting.
