A. K. Galoraith) was as follows: — A conference was held to consider the control of boundary roads and bridges by representatives of the Christ church City Council and the Waimairi Lountv Council on Thursday, June 20th, 1929." Waimairi was represented by Crs, C. i E. Cross, W. J. Walter, H. Kitson, and I the Countv Clerk, and the City by Cr. |F. E. Cooke and the City Engineer. ! Cr. Cooke took tho chair and exi plained that at a conference of adjaj cent local authorities some time ago j the principle of dividing the road transversely and each a thority taking full control of portion was affirmed. Following this the Waimairi County Clerk and the Assistant City Engineer drew up a tentative division of roads and bridges. In considering the roads a group of roads was considered, rather than each road separately. These proposals were then considered. The representatives agreed to the roads as printed. The bridges were then discussed, and the list was agreed to with the exception of Hills road, Westminster street; and Innes road. Cr. Walter contended that these should be put on a 50-50 basis, the same as other bridges. It was explained that Hills road bridge was entirely in the City boundary, while Innes road and Westminster street were in the county, and, as the county had refused to contribute to the extension of Hills road, it was considered that Waimairi should pay the full cost of the other two, as they would about balance Hills road. Crs. Cross and Kiteon suggested that Waimairi should pay their contribution to Hills road extension and put all the bridges on a CO-50 basis. The City Council representatives agreed to this, but as Cr. Walter would not, and complete agreement could not be reached, it was decided that the representatives should report to their respective Councils that the proposals as suggested were considered satisfactory with the exception of the Hills road, Westminster street, and Innes road bridges, and the control and proportions should be considered at i later date.

The tabulated proposals, with the City Engineer's covering note to the Town Clerk, were as follows: In accordance with a request of the Waimairi County Clerk the Assistant City Engineer was deputed by me to interview that gentleman and to inspect the various roads and bridges concerned with the recent conference on this subject, and to report thereon. The above matter of boundary roads and bridges was discussed with Mr Covrper (Waimairi County Clerk) and Mr Somers (Assistant City Engineer) with referenco to _ the conference held some time ago. As decided at the conference, the roads were so divided that tho City Council should control and pay for one portion entirely, and the county should take over the remaining portion. In arriving at their conclusions a group of roads were considered together, rather than each road separately. The divisions they decided to be fair to both parties were as lollows: —

It was decided to treat the remainder as culverts and part of the road. After carefully examining the proposals dealt with in the Assistant City Engineer's report, I have no hesitation in recommending same for the favourable consideration of the Works Committee and the Council. A copy of this report is being sent to Cr. E. H. Andrews, who was the representative of the Council in conjunction with ex-Cr. G. E. Hunter at the conference referred, to. It should be pointed out that it is * desirable that a similar arrangement be arrived at with the other authorities concerned, more particularly the Heathcote County Council. The report was adopted.
