STERN MEASURES.

STALIN DISCIPLINES SOVIET. (UNITED PRESS ASSOCIATION —BY ELBCTBIO TELEGBAPH —COPYRIGHT.) (Eeceived October 22nd, 11.46 p.m.) LONDON, October 22. The Riga correspondent of "The Times" reports that M. Stalin, before the Moscow Disciplinary Tribunal, proclaimed the necessity of the relentless extirpation of those who, in the present economic difficulties, demanded the modification of the Soviet industrial programme. M. Rykoff's ' Moderates" must go to the Tribunal immediately. It had been decided to purge the party of officials who have become "unsteady." Six Moscow Party leaders have already been dismissed from the Central Communists' Committee and M. Stalin has also warned Moscow Communists to beware of leaders "whose true Leninist convictions falter." The Stalin section is also sacrificing wavering leaders at Leningrad and other centres.—"The -Times" Cables.
