TIMARU AND SOUTH CANTERBURY NEWS.

TIMARU.

PERSONAL. V Mr J. Bitchener, M*P., who. arrived from Wellington on Saturday, -will return north to-day. Mr D.- Tannock . (Duuedin) is visiting .Timaru. Magistrate's Court. At the Magistrate's Court yesterday, before Mf A..L. Gee, J.P., a first offender on a charge of drunkenness -was fined. 10s. . Timaru Competitions. The' Timaru Competitions Society's fourth annual festival was concluded last night when the final demonstration concert waa held in the Olympia Hall. There was a large attendance, and the programme .was greatly enjoyed. Obituary. The sudden death of Mr Andrew Wilson, chief accountant of the Canterbury Fanners' Co-operative Association, while engaged, in his usual duty at the nrm.'s premises yesterday morning, was a great shock, to townspeople generally, as, apart from his standing in commercial circles, he was highly esteemed. The late Mr -Wilson, who was in his fifty-ninth year, was apparently enjoying the best of health, and on Saturday evening he attended a lecture on horticulture. He was at work at the customary hour yesterday morning, _ and carried out his duties until within a few minutes of Ms death, which was caused by a heart seizure. Although not receiving medical attention, Mr Wilson recently consulted a doctor, but there was no indication that he was in an indifferent' state of health. Tho late-Mr Wilson was born in Galashiels, Selkirkshire, Scotland, in 1870, coming to New . Zealand at the age of nine vears. Later he entered a mercantile office in Oamaru, subsequently joining the. staff of the Canterbury Farmers' Co-operative Association .as invoice clerk, and rising to the position of chief accountant. ■ Mr Wilson took a. keen interest in the affairs of the South Canterbury War Relief Society, and he acted as treasurer for a number, of vears.' He did a great dear in the establishment of the Sailors' Eest in Timaru, and took an active part in the Methodist. Church, of which he. was a member for many' years. For over thirty years he-was a member of the Foresters' Lodge, Court Southern Cross, and he was also'a member of the Timaru Bowling Club. Mr Wilson is suvived by Mrs Wilson, one son, and one daughter. The Weather. Dull and overcast conditions yesterday afternoon gave-warning of a change in the'weather,- and early in the evening a steady downpour set in and lasted for about; an' hour. • The weather then cleared slightly, although, several showers fell throughout the night.

Borough Council. Before proceeding with the business at the fortnightly, meeting; of . the Borough Council last night, the Mayor (Mr G.-J. Wallace) referred to the sighing of the Kellogg Peace Pact, and said- he had received a letter from the Rev.': H;i' : ]'Tv\Peat, 'superintendent minister, of' the Timaru Methodist Circuit, inviting hiia; together ■with' th'o Counr cillors and officials; and their wives, to ah special Bervi&e"•«£■;'intercession at jthe Banks street G'hurch on Sunday, eveniiig | peac^Hof v 'the; .'Mr-' : Peat dlsWeuggesWl 'that a'publlc-me'dtiirg of itlian;fcsgivirig : *Bhouid, have been, held yesterday afternoon in front of the Council Chambers. The -of local daylight saving was discussed ; and it was decided, on the : motion of.; the Mayor and Cr. T. W.' Satterth'waite, • that the Council .could not see its way.;,to adopt summer time. ..... Redruth Township. The Redruth Township Commission, comprised of-.Messrs C. R. Orr Walker, SIM.: .(chairman),, W. Stewart. (Commissioner .••>£' Crown Lands), and P. Stowell YDistricf Land Valuer), which sat in Timaru on, J.uly' 23rd and 24th last to enquire into the petition of residents of the. Redruth township, .an area which is at present in the Levels County Council,'ior inclusion in the Timar'u Borough, has forwarded its finding.to the Council. At the meeting of the Council last evening aletter'was received from tho Tinder-Secretary, Department of Internal advising that the Commission .Had recommended that an. alteration of the Boundaries hie made, but had modified the area as originally prayed for in the petition as would be. seen. The. Commission had also dealt with the Question : of the ' taking of a poll in the area affected, but- after giving, the matter careful, consideration, it had;been decided: to.alter, the boundaries of the borough, as recommended by the Commission, without requiring a poll to be taken on the matter.. The Commission , had also' recommended that the costs j of the enquiry should be paid in equal ' proportion by the Timaru Borough Council-and the/Levels County Council. An . Order-in-Councili apportioning the cflsts; ;be,tween: these two bodies would be passed at an early date. course of its report the Commission recommended that if his Est ccllency decided to make the alterations, as suggested, such alterations, be.made to"' take effect' either: on /January Ist or April Ist next, according' to whether the j present, law; ■,was in force or the ne\v::Municipal Bill was passed,thisvj'ear-in lieu thereof. It was desirable that time .be given for in- . cludbag the electors 'on the new rolla for. the coming yeai. The Coin-

mission pointed out that. if the new area was included in the Borough it was open to the Council to borrow money . without a poll in the event of the Board of Health compelling it to do drainage work and to levy a special rate over the new area. This would make the ratee on the properties of the petitioners and others in the new area considerably higher than at present. It appeared to the Commission that the petitioners themselves did not realise this, and had it been made plain to them some might not have signed the petition. It also appeared that there were 31 houses on the area. The owners of 19 of these were petitioners, and" those of 12 had raised no objection. The owners of 15 vacant sites had petitioned whilst' the owners of 49 vacant sites had not joined in the petition. There were 60 ratepayers reprei senting £3750 in value, and of these I 27 representing a value of £1525, had not joined in the petition. In conclusion the Commission recommended that the costs be paid in equal shares by the Timaru Borough Council and the Levels County Council. The former had not succeeded in its objection, and the latter, under the Commission's recommendations, would be relieved from an irksome and monetary responsibility. The letter and the Commission's recommendations were referred -to the Council's Pinanco Committee to report at the next meeting. GERALDINE. PERSONAL.
