ASHBURTON. ACCIDENT. An unfortunate accident bef el Mr A. H. Todd at the Theatre Royal on Sunday evening. He was standing.on a ladder assisting with the preparation of the hall for. the. Competitions Society's festival when he overbalanced and fell, dislocating ; his left shoulder and breaking the upper part of his left arm.' Borough Council. The Ashburton Borough Council inct last evoning. Present: The Deputy-Mayor (Mr W. H. Woods), and Cra. W. H. Bundle, P. W. Seldon, J. Thompson, J. MoElhinney, W. H. Robinson, R. A. Collins, K. Kerr, arid J. F. E. Smallbone. .'• The chairman reported the amounts received since the previous mctieng totalled £S6S 8s 3d. - ■' It'was decided to support the Local Daylight Saving Bill, the chairm'an stating that such action would not in anyway bind the Council. ■ _ ' A circular was received from the Department of Internal' Affairs dealing with_ expenditure incurred by local authorities in connexion with jubilee celebrations. The circular stated that in some , .cases the local authority concerned had made application to «the. Government for authority to' expend money o» such in other cases no ■ such prior application had been made,- but a subsequent application had been made for validating legislation so as to cover the expenditure incurred. It Svaa desired "that any future, expenditure on purposes such as this should first be considered' by the Government,'and wherever possible arrangements should be made to meet the expenditure or portion thereof out cf the unauthorised expenditure account.. The Council was asked to supply the following' information:—(a) The nature of the proposed celebrations; (b) the amount which the Council desired authority to: expend; (c) the total amount, of the Council's unauthorised expenditure for the financial j'ear then current; (d) details showing what amounts have then been expended or are proposed to be .expended out of unauthorised expenditure. The letter was referred to the Council's Jubiloe ' Celebration ; Committee. A letter from the Mosgiel Borough Council with reference to hospital levies was received. In "connexion with the proposed new Ashburton traffic bridge, the county clerk wrote stating that as the impression prevailed that the Borough Council's proportion of the co3t of the present bridge was 14 per cent., be had been directed to inform the Council that the allocation of the cost of the present bridge was as followB:—Cost of bridge, • i' 9343' Is 8d; Government grant, £7000; the remaining a'mount £2343 Is Sd being found ' bv the Borough and County Councils in sums of £7OO and £16431f18d respectively. As the Borough Council had made its estimate of 22.33. per ■ cent, of the cost of the proposed new bridge in the belief that the contribution to the present, bridge was only ; 14 per cent., the Council Council , felt assured that its request for a contribution of- 28.33 for the new bridge would now .be agreed to.' • After a short discussion tlio matter was referred to the'special committee set up by the Council recently to confer with the County Council. <■ The Post and Telegraph Department solicited the assistance of the Council in :■ tun matter of ensuring that drainlayers and others obtaining permits have specially brought' under their notice the necessity for examining the Department's cabling and | (/uct plans before commencing any work v/hich might interfere with the underground J telephone system. Several cases of serious damage had come under the notice of the Denartmeat. The matter was left in the hands oi the Town Clerk Tbp inspector* (Mr .T. R. "Richardson) reported that recently "he assisted the police with a speed trap on East street, and- ten motorists would appear before the Court. Ho also reported that he had issued 12 motordrivers' licenses, which brought the total for' the new year to 706. The inspector,, was given authority to prosecute two cyclists for riding along" the footpath. Cr. Richardson that a. local business man mada application for *' motor

drivers' license, which was refused until he had gone through a tost. In the meantime the man went into the country to work, and was issued a license by the county inspector. It was decided to draw the attention of the county cleric to the matter. <'■ Reference to the removal of the trees from Baring square West' by tho War Memorial Committee was made by Cr. J. Thompson, who moved that the Council should express its disapproval. He had not met one person, ho said, who had approved the destruction. Or. Woods said a prbtest now would bo useless, because the work had been carried out. In any case some time ago the Council had handed oyer the laying out of the Square to the Memorial Committee. The motion was not seconded, and lapsed'. Mr Colcer wrote informing the Council that some!trees j n tho Domain at the back of his property were. growing at such a rate that in a few years he would not bo able to see the sun at all.
