CITY COUNCIL.

FORTNIGHTLY MEETING. The Chrisichurch City Council met last evening, when there were present: Tho Mayor (Mr J. K. Archer), Crs. E. R. McCombs, C. P. Agar, A. McKellar, E. H. Andrews, O. W. B. Anderson, A. W. Beaven. C. T. Aschman. A. F. Carey, C. Carr, T. H. Butterfield, E. R. Cooke, W. J. Sim, A. D. Ford, and J. X. Da Feu. Apologies for absence were received from Crs. D. G. Sullivan, M.P., and W. E. Lcadley. The following particulars were given in tho financial statement: —General rate levied, £124,769 6s 7d; general rate collected, £122,713 9s 8d; outstanding, £2033 16s lid; receipts since last statement, £25,429 19s Id: accounts authorised for payment, £38,881 16s The Mayor reported on the loan poll in Phillipstown on a proposal to raiso £I3OO to purchase land for a children's playground. The resolution making the special rato as security for the loan would he submitted, during the evening. The resolution making tho special order altering the names of certain streets in the City would also be submitted for confirmation. A numbor of objections to the Council's proposals had been received. Tho legal position was that the special order must be adopted as originally passed, or tho proposed alteration of the name of any street must be struck out. This meant, that no suggested new names must be substituted that evening. Abattoirs and Reserves Committee. The Abattoirs and Roserves Committee reported:—The committee has had under consideration for somo time the question of improving the water supply at tho abattoir, as tho existing supply is inadequate. The City Lngiuccr submitted a scheme which includes the sinking of a 7-inch woll to tho 90ft stratum, tho installation of a new motor and pump 20ft down at tho well head, and tho connexion of same to the present tanks. The estimated cost of carrying out tho scheme is £602 10s, and the resultant flow would be •1800 gallons per hour. Tho eommitteo recommends that authority be given for the work to be put in hand. Eleven tenders were received for tho supply of four electric pumping sets for uso at Linwood, Opawa, and Woolston Parks, and Spreydon Domain. Tho committoo recommends that the pumps, etc., be purchased from Brown Bros., on their terms, viz., £69 8s 6d for two sets, with nn undertaking that the Council will purchase from them tho remaining two sets. Cr. McKellar moved that tho clauso bo referred back to the committee. Ho objected that tho tenderers other than Brown Bros, had not been fairly treated. The former had complied with tho specifications, vvhilo tho latter had not. Cr. Cooke seconded tho amendment. Cr. Aschman objected to the amendment, which was lost by 7 voteß to 4. .In reference to tho request of tho St. Albans Burgesses' Association for permission to erect a shelter in the children's playground, St. Albans Park, tho plau of tho proposed shelter having been submitted to tho City Engincor for suggested improvements, tho committee has to report that the Engineer has now prepared a plan and estimate of a suitablo building, anl recommends that the plan be forwarded to tho Association for approval, with nn intimation that the Council is prepared to grant permission for the'erection of the building. Scrub-cutting in tho 300-acre block at Bottle Lake plantation will be completed in a few days. Fully ono dozen picked men are engaged in digging holes for tree-plant-ing.' The report was adopted. By-laws and Finance Committee. The By-laws and Finance Committee reported:—Tho City Treasurer recommended that' tho paying clerk bo housed in an office simiTar to that now in use by the receivors. A quote has been obtained for the work at a total cost of £69 10s, and the City Treasurer has been authorised to act with tho City Engineer to have the work put in hand as soon as possible. Tho report was adopted. Works and Sanitary Committee. The Works and Sanitary Committee reported:— The Richmond Burgesses' Association wrote asking that steps be. taken to prevent flooding, which it is stated occurs in Fowke street. The City Engineer reports that the only flooding locality in Fowko street is in some sections on tho north side of the strcot. These are below the channel, and consequently cannot be drained. To re-lay the channel, with the necessary alterations to tho road and footpath, would cost approximately £l7O. The committee does not consider that the Council should be called upon to do this work, and it has been suggested to the Burgesses' Association that the owners of the property should build up their sections to a higher level. The concreting of the first section of Mow- . bray street from tho railway gates to Waltham road was completed on the 9th instant, and it is hoped that the bituminous surfacing, for which the contract has been signed, will be completed by the end of the month. Apart from the surfacing, it is thought advisable to keep traffic off the road until that time. The report was adoptod.
