He states that, although the delegates to ho annual conference tarried a resolution to secede from tl.e Alliance, the advocates of the secession policy did not allow a representative of the Alliance to discuss the matter with them. If the question was to be submitted to the drivers, it should bo submitted nlainlv and definitely, without prejudicing the case one wav or the other before the ballot was taken.
