THE PRESENT POSITION. (by cable—press association— copyuight.) (RIUTEB'S TELEG3AU3.) PEKING, March 5. General Feug Yu-hsiang has been appointed Pacification Commissioner for the Provinces of Chihli, Honan, and Shensi. A mandate appoints General Chia Teh-yao Prime Minister, with a new Cabinet. Reports of fighting in Honan and around Tien-tsin show that General Wu Pei-fu and Chang Tso-lin so far have gained considerable successes in combination against Feng Yu-hsiang. Wu Pei-fuites,. after capturing Kaifeng, pressed on and captured Chengchow. General Yuen "Wi-chun, Tupan of Honan, has suffered a decisive defeat and his troops are r.eported to have been scattered westwards. His whereabouts is unknown.
