N.S.W. CHANGES. MORK AMATEUR CONTROL. (•» cash—rasss association—cornu«rr> (AUSTRALIAN AND X.E. CASUS ASSOCIATION".) SYDNEY. December 18. The geneial committee of the .New South AYales Rngby Football Leagu* has amiroTed several drastic changes in the rules, making tho code more attractive, and tightening up the management. Next season will see the clubs almost entirely under amateur control. It has been resolved that in future the general committee of district clubs shall consist of approximately 18 office-bearers, none of whom shall be active players, and eieht players who may or may not be active players.
A Referees' Appointment Board will consist of live members of the general committee of th© head body. Hie referees will have no say in appointments in future. The game is to be speeded up by tho introduction of certain rules, the principal of which will refer to playing tho ball and the elimination of delay. AVhen the ball is kicked into touch, only one player on each side shall be allowed to stand immediately behind the men plavine the ball. All the others must be behind those exempted. A reserve ball will be. held on each touch-line. New Bides. A new rule will insist that the front row of the scrum must not consist of more than three men. No injured players will be allowed to be replaced. Two other recommendations, requiring approval of the English authorities before they become law, are that after a touch-down the ball shall bo brouglit into play by. means of a drop-kick from, the goal-line, instead of the twentyfive, and that a side may have the option of taking the scrum when a freekick is awarded. The latter provis'or. is intended to remove the spectaole of a club making a wilful infringement to obtain a scrum, such as getting in front of the ball.
None of these matters has yet bee» referred to Queensland or New Zealand, but it is probable that they -will be discussed by the Board of Control.
No action has been taken at-present concerning a visit from New Zealand.
