i WHO IS RESPONSIBLE ? Residents of Beckenham in tho vicinity of the intersection of Colombo street and Tennyson street, and also Eastern terrace, have been much perturbed lately by clouds of dust, which, thev say, is gradually reducing to ruination. their clothes, their houses, and all their worldly goods. Pij>e-lines have been laid along those streets recently, and a large amount of clay has been left on the surface. This dries, is trodden into fine dust, and a slight wind picks it up into the air so that the sun is coloured, say the residents. Some of them consider that the City Council is to' blame, and ono man stated reproachfully that the Mayor frequently passed along those streets, vet nothing was done. Who was responsible? he asked. The Mayor .(Mr J. K. Archer) stated lasf night that the nuisance had arisen out of the operations of the Drainage Board. A lot of mud atid light soil had been left on the roads. Ihis hud dried up during the warm weather, and the result was clouds of dust. If ifc rained, passers-by were faced with a mud puddle. He bad made enquiries and found that the Drainage Board was in charge of the work which had been goinz on. But the question was whether the Board or the contractors ■were responsible for keeping the. roads in a decent state. "I am moving to the locality myself, and I suppose I will be expected to wave the magic wand." he concluded with a smile.
