LOCARNO PACT.

The Bill authorising the signature of the Locarno Treaties w.as passed by the Federal Council by 46 to 4. Representatives of East Prussia, Pomersnia, Meoklenburg-Schwerin, ami Lower Silesia voted against the Bill. Hesse, Nassau, Bavaria, and. Wurtemburg abstained from voting, A, number of Socttusta hare decided to vote in favour of the Locarno Pacta in the Reichstag on Monday. It is expected there will he a substantial majority for its ratification. Dr. Lather intimated that Cahineo would resign after the Pact was signed. fTho Imperial, or Federal Council, known as the Reichsrat, was formed to provide for* direct representation of the component States. All Bills before they are introduced in the Reichstag require the assent of the Reichsrat.]
