* GERMANY AND PACT. BERLIN SENSATION. (BY CABLE—PRESS ASSOCIATIOK^COmUQHT.) (Std'kjet '"Sun" SUsvice.) BERLIN, November 19. A sensation has been caused in political circles as a result of the disclosures by Dr. Brauns, Minister of Labour, and leading member of the Centre Party, that the German delegation to Locarno bad no Cabinet mandate, to initial the Pact documents. Dr. Brauns and. Herr Itho, Senior Minister, left Berlin during the absence of Drs Luther and Stresemann. They declare that the day the Pact was initialled an official telegram was dispatched to Locarno demanding the postponement of initialling, but it arrived too late. "We originally thought," they announced, at Locarno there would merely be a plain, ordinary discussion between the Foreign Ministers concerned. Even when members of the delegation departed we still thought the discussions would not be binding." Members of Cabinet remaining in Berlin first heard of the initialling proposal on the day on wliicb it occurred. The Nationalist Press has seized on tho incident, demanding a thorough investigation of the whole facts, but it is noteworthy that the Centrists' congress, at which Dr. Brauns made the statement, has concluded by passing a resolution in favour of th© Government's policy.
