COUNTY COUNCILS
PAPABUA. Mr James Leslie presided a I tho last meeting of the i'apania County Council. The Christchurch City Council wrote stating that the. Faparua and Halswoll counties were tho only local bodies which had not passed tho necessary resolution agreeing U> an increase in the heavy traffio fees. After discussing the matter, it was decided to reply that the. ■ Council's considered opinion was "given at the conference of „ local bodies when dealing with the by-laws, and that nothing had since transpired to cause it to alter its opinion. The- clerk was instructed to point cut that the county was a producing one and any further increase, in the licenso fcee would simply bo a further tax on tho producer. Members were of tho opinion that some amendment to the Public Works Act should bo made, whereby kcal bodies would be empowered to fix damage to the roads of the local body. At present every clas3 of traffio mufit bo dealt with in order to get at the traffic which was doing the damage. This amendment would, meet the needs of the Heathcotc County in dealing with brick and metal carting through their district. The "Waimairi County Council wrote statins that a further conference to discuss tho maintenance and lighting of Park roads would bo held in the. City Council Chambers, Christchurch, on September 16th at 7.30 p.m. Messrs Freeman and Maginness -were appointed to attend. The opinion 'was expressed, however, that this matter had been finally settled at previous conferences. A discussion took place on the distribution of Birdling's Flat shingle. The present output is now being received at Lincoln railway station, and is being put on the roads of the Ladbrooks riding. It was decided to" give the road from Lincoln to West Meltcn a coating when the present work was finished. It was decided to advertise, that water-race cleaning operations were about to begin, and to request landowners to 6eo to their, road frontages.
The chairman reported having discussed bituminous pavement with Mr Parker. He stated that a British firm was at present putting in a, plant at Auckland.and wished an opportunity to •submit prices. The clerk was instructed to obtain as much information .as possible before the next meeting of the Council.
