COUNTY COUNCILS
♦ HEATHCOTE. The Heathcote County Council met last night when there were present: Crs. C. Flavell (chairman), A. 11. Adams (Hillsborough), J. 11. Moore (Bromley), B. Riley, (Mt. Pleasant), and W. W. Scarff (Cashmere). Regardingi the Avonside reading loan, the State Advances Department advised that each year's application was considered separately and the Board never considered nn application for £12,000. The Department enquired if the Council would amend its application to one of £2OOO. The chairman said he understood the Department had granted the £12,000 loan, payable £SOOO annually. The Board agreed to make an annual application of £2OOO. The City Council advised that the Halswell atid Paparua County Councils would not agree to increasing the joint heavy traffic fees, therefore the fees for the current year would be as hitherto. The chairman said that at the conference it was agreed that the decision of a strong majority of the joint councils would be accepted by all. It was decided to reply that the Heathcote Council would contemplate withdrawing from the joint arrangement. The Town Clerk advised that the City Council had granted £SO for work on Dyer's Pass road. A notice was received from the Drainage Board requiring the Council to replace the pipe culvert under Bexlcy road with one of 24in diameter. Cr. Scarff said the job would cost £75. The chairman said he was informed that the Council were responsible for the drain under the roadway. It was decided to repjy that the money for the job would be put on next year's estimates. The Council agreed to accept the dedication of a length of Palmer's road from the Drainage Board. The Chris tchurch Drainage Board Asked tho Council to refer building applications to the B6ard in order that investigations might be mode as to the suitability of the property for building purposes, in view of the applications received for the installation of subsoil drainage schemes in various parts of the drainage district where the land was lowlying and wet. Tho Council agreed., RANGIORA. The monthly meeting' of the TUngiova County Council was be!d yesterday. Present—Crs. H. Tallott (chairman), It. O. Macdonald, W. Stalker, A. Mcintosh, J. Brosnan, G. K. Cvvecll, and M. C. Ormandv. The bank debit balance was reported to be £1262 0s Gd. The clerk reporled that a great deal of surface repair work had been carried out. The electrical staff had been employed ill repair work and putting on meteis. Owir.g to poles not coming to bend the Fcrraide ! extension work had been held up. The Government Engineer, Mr Wco;l, had mads an inspection of tho Ashley river, and it was almost certain a Kiver Tiust wouldbe formed to control the Ashley liver. Tho Electrical Engineer submitted a written leport of the business transacted at the conference of electrical engineers recently held in Wellington. Tho chairman reported on his visit with the clerk to Wellington in respect to county finance. Correspondence was received from the Rangiora Borough Council agreeing to pay its share of Mr Hancock's expenses to Wellington, and' thanking the Council for taking over control of the maintenance of the Belt loads. It was decided to leave the forming of the Ashley road! footpath in the hands of Cr. Ormandy and the clerk. Correspondence wa3 received fiom tne Trades Hall Unemployment Committee with reference to finding work for the unemployed. The letter was received. The Hon. D. Buddo, M.P., wrote that he was communicating with the Prime Minister in reference to a grant for assistance in erecting protective work on the banks of the Ashley. The Town Clerk, Christ-church, wrote stating that only 150 applications for licenses for heavy traffic vehie'es had been received. The fees collected amounted to £2652. Of the total applications received only 24 were for vehicles whose owners lived outside the City. The Christchurch City Council drew the attention of the County Council to the large number of motor vehicles over 2 tons which were not licensed, and requssted local bodies to assist it in the natter by notifying the Motor and Traffic Inspector of any vehicle s-en using the roads which did not carry the license disc. The letter was received. Mr J Mackenzie wrote asking the Council to purport the effort of the Cust district to obtain *a post office in a more central position. It was decided to support the C It was resolved to accept no liability in a claim by Mr E. Finlay, Cust, for £2O, the value of a horse which had fallen over an open drain and so injured itself that it had to be destroyed. It was agreed that the chairman and clerk inspect the Swamp road at Cuat, and aitecd to necessary repairs. The Kn»iner, Public Works Department, wrote asking the Council to endeavour to maintain ths North road more efficiently.
