The, Riga correspondent of "Tho Times" says that the Moscow Press has published an appeal by General Kamenefiy Chief of the Red Army Staff, urging the extensive formation of rifle Clubs in. order to counterbalance Western European military institutions, i , ' ■
"There iB not a minute to lose,'' he said. "Rifle practice must be encouraged." The chief Government departments are co-operating in arranging for competitions and prizes.
