COUNTY COUNCILS.

SPRINGS. Tho monthly meeting of the Springs County Council was held at Springston on Thursday. Present :• Crs. A. Thompson (chairman), E. Yarr, C. H. "Watson, and E. £l. Rowell. A Greenpark ratepayer wrote complaining of the annoyance caused by stray cattle on tho roads. Cr. Powell moved that the services of the ranger should be dispensed with and that notice should be given that owners of all stray stock found on tho roads would be prosecuted. 'lbis was carried. The Main Highways District Council asked for particulars of work proposed to be done on inain highways during the ensuing year. This ma Jar was held over lor consideration later. He did not think it would be in the interests of country districts to pool thg fees collected as suggested at the conference, but that the money should be distributed on a road mileage basis in each district. Thero were 150 miles of roads in Springs County. Consideration of the proposals put forward by the conference was deferred until next meeting owing to the absence of two councillors. On the request of the Lake Ellesmere Domain Board, it was agreed to supply the Board with a truck of BircDing's Flat shingle for use on the domain. . The of the Highways District Council wrote asking ii tho Springs Council was prepared to take advantage_of •the offer of £3 to £1 made by the Slain Highways Board towards the cost of erecting a road bridge over the Selwyn river on the Christ-church-Dunedin highway.

The chairman siid that the District Council had been informed that unless the offer was accepted, there was a possibility of the Main South road being declared a Government road and the bridge being built and local bodies charged with the cost on a basis of £1 for £2, instead of £3 for £l. The District Council had agreed to the Highways Board's proposal. Councillors were all in favour of the bridge being built in ferro-concrete. The subject was not discussed further. The engineer reported that the new concrete culvert on Chamberlain's road, Ellesmere, had been completed. Grading had been done on the Leeston road, South road, and part of the Christchurch-Akaroa road, and Britliff's Toad at Motukarara was in course of forming. So far, no swingle from Birdiing's Flat for the Greenpark or Embankment roads had been received. Part of the drain cleaning work let by contract had been finished. The following works were noted for attention Shingling part of Waihora Park road at Motukarara; grading Jervois's road; re-forming Carr's road; metalling Embankment road; grading part of Carter s road; filling holes on a road at South Springston: cutting back of willows at corner of Day's road.
