LIBERAL AND LABOUR MOTIONS

The Labour Party and the- Liberals have both tabled motions against the Government's safeguarding of industries policy for Monday's debate. The former, in the names of Mr Ramsay Mac Donald and Mr Philip Snowden, declares that the Government's policy, as disclosed by the White Paper, must lead to a system rf general tariffs, which will not enlarge the volume of trade or safeguard the interests of the workers as regards employment, wages, and conditions. The Liberal motion, in the names of Sir John Simon and Mr Lloyd George, disapproves of the Government's policy as opening; a way to an unlimited series of protective duties, involving a method of enquiry by a committee over which the House of Commons will have no control, creating uncertainty and obstructing the development of many important trades, and not giving an adequate opportunity of securing the interests of consumers and the poor. [The Board of Trade recently published ah announcement indicating that the Government, instead of introducing a Safeguarding of Industries Bill, intends to incorporate" the duties required in a Finance Bill, after the B6ard of Trade Committee had reported favourably, and the Treasury had concurred. It was specifically mentioned that food and drink are excluded.]
