GENEVA PROTOCOL.
MR GARVIN'S SUMMING UP.
f»T CUM—PMBS ASIOCUHOK—COP«U<Mr) (XTTSTBAMAIT i.HD X.Z.' CABLE ASSOCIATION.) (Beceived February 15th,' 11.40 p.m.)
LONDON, February 15.
Mr J. L.. Garvin, in a long article in the "Observer' > analysing the Geneva Protocol, declares: <'Nothing on earth will induce any self-governing community in,the English-speaking world -to plunge blindly into immeasurable, bottomless engagements. The British Empire must be accepted as a unit. It must not be regarded as an affair in liquidation, with the League as an Official Beceiver. Until the League, including Bussia and Germany, is complete in Europe; until there is a clear understanding with America; until the real problem >f the world's . peace, namely, revision 1 ; is honestly faced by strengthening Article Nineteen of the Covenant, there • can be no general Protocol. There can be no real disarmament unless there is,reconciliation. Pending this, we must limit our engagements to vital obligations, such as the inviolability of Belgium, and. the. integrity of the French frontier. 'After that we must work steadily for some new Covenant saner than the Protoeol.
