That the German Monarchists, "beaten in open fight, are now cleverly engineering political scandals, disguising the party issues under legal proceedings, is the opinion expressed by "TEe Times." Arrest follows arrest.. No office, and no character is safe. Though nobody yet eeems to have been tried, it- would be grotesque for foreigners to attempt to get an opinion of the truth or falsehood of the charges. Certainly the tone of the public life of the Reich has become sadly, depraved.
