[Sir George W. Buchanan, G.C.8., G.C.M.G., G.C.V.0., was British Ambassador to the Russian Court from 1910 to 1917. He had previous diplo-. matic experience in Japan, Austria, Italy, Germany and The Hague. He was made a Freeman of Moscow in May, 1916. .He roturned to England in 1918 and was appointed Ambassador to Italy in 1919. He retired in 1921.]

It was stated that the matter had been reported to the police on numerous occasions, but that it was difficult to detect an offence of that sort at night.
