IN THE MATTER of a Bill intituled "The Waimakariri Harbour District and Empowering Amendment Act, 1921." WHEREAS by "The Waimakariri Harbour District and Empowering Act, 1916" (hereinafter leferred _to aa the principal Act), the Waimakariri Harbour District was constituted and the area comprised therein was described in the schedule thereto which schedule was amended by "Tho Waimakariri Harbour District and Empowering Amendment Act 1917" and the Waimakariri Harbour Board wa3 empowered by the principal Act to construct maintain and repair harbour works and other improvements as therein set out and further the said Board was empowered but only with the. consent of the ratepayers, of tho said District to borrow by way of special loan up to the sum. of £30,000 in addition to any other sum it i 3 by any other Act in force_ authorised to borrow the maximum rato of interest not to exceed five pounds ton shillings per centum per annum. AND THE BOARD WAS FURTHER AUTHORISED to . levy rates and differential Harbour dues within tho said district. AND AVKEREAS by The Waimakariri Harbour District and Empowering Amendment Act 1920 the amount which the Board was empowered to borrow by way of special loan was increased from £30,000 to £75,000. AND the Harbour District was extended to. its present area 1 which includes the Borough of Kaiapoi, the Borough of Rangiora, the Rangiora County, the Eyre County, the Oxford County, tho Ashley County, the Kowai County (including therein the Town Board of Amber-ley), the Waipara County, the Amuri County, the Cheviot County, and part of the land within tho Waimairi County as the same are more particularly described in the schedule to tho said Waimakariri Harbour District and Empowering Amendment Act, 1920. AND WHEREAS it is desired to repeal the said Waimakariri Harbour District and Empowering Amendment Act 1920 and to amend tHcTprincipal Act by repealing the schedule thereto and substituting in lieu thereof an area comprising the Borough of Kaiapoi to the intent that the Waimakariri Harbour District as constituted by.the principal Act shall consist of the Borough of Kaiapoi. AND WHEREAS it is desired to make provision for payment by the various constituent parts of the present Waimakariri Harbour Board District of certain moneys to the Board to mate various payments and to meet various items of expenditure incurred by tho Board and to effect certain necessary repaira to the Board's property and to partially liquidate the Board's present loan liability. NOW NOTICE IS HEREBY GIVEN pursuant to the provisions of the standing orders of the General Assembly of New Zealand relating to local bills that application will be made to the General Assembly of New Zealand in Parliament assembled ,at its present session on behalf of the Waimakariri Harbour Board for leave to introduce an amending Bill intituled "The Waimakariri Harbour District and Empowering Amendment Act 1944." BY THE SAID BILL IT IS INTENDED: 1. To repeal The Waimakariri Harbour 'District and Empowering Amendment Act 1920 and the schedule to tho Wairnakariri Harbour District and Empowering Act 1916 and to substitute ae tho Harbour District constituted by such last mentioned Act tho Borottgh of Kaiapoi to the intent ,that the 'Waimakariri Harbour District shall consist of tho Borough of Kaiapoi. 2. To make provision for iho payment to tho Waimakariri Harbour Board by the local authorities exercising control over the Various constituent part 3of tho Waimakariri Harbour District as at present constituted of tho under-mentioned moneys. (a) The sum of £968 for repairs to the Harbour Board's property and for partially liquidating the Board's present loan liability. (b) Such sum not exceeding £IOOO as may bo necessary for defraying the various items of expense incurred by the Board in connexion with the extension of the Harbour District and in connexion with the poll on loan proposals taken by the Board. (c) Such sum not exceeding the sum of £BOO au may be necessary to defray the various items of expenditure in connexion with tho action for the exclusion from the Waimakariri Harbour District of the Counties at present included therein and of the Borough of Rangiora. (d) The c-03t3 and expenses in connexion with the commission set up by tho Governor-General to enquire into tho desirability of altering- the boundaries of the said Harbour District together with the cost and expense of resulting legislation. 3. To make provision for tho payment of the above moneys to iho Waimakariri Harbour Board by the said local authorities in tho same proportion as the capital value of the district over which each euch local authority exercises control to tho whole Harbour District as at present constituted provided however that the Kaiapoi Borough Council shall not be called Upon to pay any part of the moneys made payable under Clause 2c above mentioned. i. To make provision for the Waimakariri Harbour Board under this Act to consist of seven members five of whom arc to be elected by tho electors of the Borough of Ks»ia.poi gnd the remaining two to be nominated by the Governor-General. Copies of the said proposed Bill and plan of land have been lodged at the Magistrate's Court Tt Amberley and at Kaiapoi and aro open for public inspection.
