Cabinet differences on the subject of the proclamation of Germany's repudiation. of war guilt have led the Nationalists to issue a manifesto demanding a speedy redemption of the Government's promises, made when the adoption of the Dawes Plan depended on the Nationalists' votes, and demanding that the utmost be done to improve or revise the impossible and unbearable stipulations of the London Pact. The Nationalists threaten vigorous opposition if tha demands are not conceded. '
