SEA PIRACY.
CHARGE AGAINST SKIPPER. WHISKY CARGO LIFTED. (*T CABLS—raESS ASSOCIATION—COPYEIGHT) (aostbauan and n.z. cable associatioh.) PARIS, September 17. A romance of the sea, worthy of Stevenson's pen, is recalled by the axrest of Captain "Jerome Phaff, a Ger-man-American, on a charge of piracy on the high seas. Tho story runs that the steamer Mulhouse left Canada in June with a cargo of 32,000 cases of Scotch ■whisky. The destination was Europe. On June 25th the Mulhouse met tho schooner Patara, whose crew, under Captain Phafr, boarded tho steamer and held up her crew at tho revolver point. Meanwhile, sis other rum-running ships appeared. Phaff's men forced the Mulhouso's crew to carry the whisky to the Patara, other schooners and freighters. When tho Mulhous© was emptied she was allowed to return to Halifax, where tho piracy was reported.
