Tho British and French considered a protocol drawn np over tho week-end, and embodying the conflicting views on sanctions and arbitration. The British at first were timid regarding the British Fleet's assistance, as outlined in Sir Cecil Hurst's speech, which it is believed the Foreign Office inspired. Tho conferonco broke down at noon, hesitating on tho question of the Fleet. It resumed in the afternoon, resulting in an agreoment, which the Committeo will consider to-morrow. Probably Article 12, prohibiting war rintil three months after arbitration, will bo amended to prohibiting war altogether.
