Tho conferonco broke down at noon, hesitating on tho question of the Fleet. It resumed in the afternoon, resulting in an agreoment, which the Committeo will consider to-morrow. Probably Article 12, prohibiting war rintil three months after arbitration, will bo amended to prohibiting war altogether.
