WASHINGTON NAVAL TREATY.
REPORTED JAPANESE PROPOSAL. (EEUTSR's TELBOBAMB.) TOKYO, July 3. It is reliably reported that Japan has decided to approach America and Britain with a view to reaching a tripartite agreement to enforce the provisions of the Washington Naval Treaty without awaiting the French ratification. . PAEIS, July 3. It in reported that M. Poincare wishes Parliament, before it rises, to ratify the Washington Naval Treaty. [France is the only one of the five signatory Powers that has not yet ratified the Washington Treaty for the .limitation of naval armaments, which was signed on February, 1922.]
