ITALIAN LABOUR PROBLEMS.

Signer Mussolini's Government proposes to create popularly-elected National Technical Boards. The electors will receive two cards, one to vote for a deputy and one for a representative on tho Technical Board. Parliament will deal with the solution of geieral problems and the Boards will introduce reforms and improvements in the respective spheres of industry, commerce, and Labour.
