COUNTY COUNCILS.
WAIMAIRL The Waimairi County Council met yesterday. Present-r-Crs. R. W. Hawke (chairman), W. P. Spencer, J. Cleland, W. J. Walter, O. E. Curry, H. Paterson, J. Seymour, E. C. Cross, and S. A. Staples. The report of the county electrician stated that 26 new electrical consumers had been connected during October. Up to October 31st a total of 2187 consumers had been connected. The foreman reported that the F™ a j n s_,ff the road at New Brighton was finished. Ane Tramway Board had, owing to the recent holidavs, not supplied the necessary metal. The Spreydon Domain Board were supplying dravs for carting spoil for widening Martin's lane, and two men were being put on by the Council. The county clerk reported that there was a debit balance of £2013 4s in connexion with the County Fund. In connexion witn the Loans Account, there was a credit balance of £2797 9s Bd. The sum of £l9 10« had been collected from building permits. The approximate amount available for expenditure in the Styx Riding up to Jlarcn 31st, 1923, was £4Ol, leaving the sum 01 £302 available for appropriation from November Ist, 1922. The figures for other ridings were as follows:—Marshland, £750 and £613; Avon, £2O and nil; Belfast, £768 and £671; Harewood, £799 and £6BB;Papanui, £836 and £GO9; Wairarapa, £709 and £606; Pendalton, £740 and £269; Riccarton, £BBB and £779; Middleton, £642 and £517. Fendalton No. 2 loan poll had been fixed for December 14th, and the Papanui exclusion poll for December 29th. A plan of a subdivision of land m Ktnloch street, forwarded by Messrs Davie and Harris, was approved. The Public Works Department wrote stating that it had no control of the foreshore at Horseshoe Lake. It was decided to reply that the Department had paid for cutting gorse on the foreshore on two previous occasions. The Railway Department wrote stating that it did not consider the proposed fencing of a section at Strowan road crossing would improve the safety of the crossing. It was decided to ask the Department to send representatives to discuss the matter with representatives from the Council. _ A letter was received from the Marine Department with reference to a proposal that the control of the seafront at Styx Bhould be vested in the Council, stating that a special Act would be necessary to enable such to be done. Owing to the uncertainty of the advantages to be gained by such a change, it was decided to make further enquiries in the matter'. Mr R. Lovell-Smith wrote drawing the attention of the Council to defective drainage at the premises owned by Mr E. 0. Cross, Strowan road. Cr. Cross stated that he had instructed Mr Lovelt-Smith to write to the Council drawing attention to the matter, which he (Cr. Cross) considered very serious, as, owing to the escape of drainage beneath his house, his family might have been affected with disease. > Several councillors spoke of_ the necessity for more rigid inspection being made of drainage arrangements in connexion with the erection of new buildings. The letter was received, and Cr. Cross was thanked for his action in the matter. A letter was received from the Canterbury Progress League, stating that the question of the proper recognition of Anniversary Day would be discussed at the League's next meeting. The District Health Officer wrote offering to have the duties of a health inspector carried out in the county for £2OO per annum. The chairman and Cr. Staples were appointed to confer with Dr. Telford in the matter.
