JAPAN AND SIBERIA.
A BREAK WITH CHITA.

The rupture of. the negotiations with the Chita Government followed on the Ghita delegates taking the stand that any agreement signed must state explicitly when the Japanese troops would evacuate Siberia, while the Japanese contended that th,is was a matter for subsequent arrangement, following the signing of a general agreement. The Japanese Foreign Office explains that Japan undertook to name a definite date for the evacuation of Siberia, and placed the matter in' the hands of the military experts to call an immediate conference, but the Chita Government made additional-, proposals, upsetting the fundamental agreement already reached' regarding the protection of the lives of foreign residents and the adoption of the open door policy. Japan ordered her' delegates to withdraw from the conference if the Chita Government persisted in its demands. Japan has "decided to send additional replacc-ment troops to Siberia, as a result of the failure of the Dairen negotiations the Chita Government.
