Oabla Association.) i LONDON, April 14.; ' The conference of, the engineering trad ?s and the employers broke down at 5 o'clock this morning. The deleagates are separating. Polio wing the breakdown of negotiations to-day, aitef a prolonged conferance, the employers announce that the following proposals were submitted to the unions:—' / (1) ,ThW unions shall become partners in scheme for avoiding strikes, and agree to no stoppage Of work during negotiations. (2) In case of material alteration in working ■ conditions the management shall, as.far"as"possible, give the workers' direotlyj ; or their representatives in the shop, .ten days' notice in which the workers will have opportunity of discussion Vith the management; The unions replied that the masters must give .a trades union official ten days' • notice before proposing an alteration, in addition to giving the employees ten days'notice. The masters replied that it, was evident; that the tfade unions were not prepared to j allow the managements to exercise mViterialiunctions,*, and, therefore, closed the negotiations.
