Advices from Moscow state that Lenin, addressing a meeting of the Communist Party, declared: "We must return from the system of State capitalism to commerce on a monetary basis, and retreat again, if necessary. There is no other way. We must place ourselves on a purely capitalistic basis. Strengthening capitalism is admittedly a peril, but what revolutionary measure has not been penlouB?"
