The financial statement sfhowed: General rate levied £BB,OSo, collected £81,977, outstanding £llO7. The' district fund account was m debit 'temporary loons £lso,J>sß, overj draft £55,2<>3). I Reports of Executions. ' The Prime Minister wrote acknowledging receipt of letter forwarding copy of resolution adopted by the Counci. expressing disapproval of the publication of detailed reports of the execution or persons sentenced to death, and requesting that such reports should bu prohibited. Mr Massey stated that the representations contained in t'lie resolution wero noted, and would have consideration. The letter was'received. Housing. The superintendent of the fbtat© Advances Office advised that _ the Board would entertain the Council's application for a. loan of £SOOO for the purpose of erecting workers' dwellings, the loan to be for 36 i year?, and the interest per eentCr. Armstrong moved that the Special Housing Committee should consider the matter of the preparation of plans for submission to the next meeting. This was carried. Best Boom. Mrs T. E. Taylor, of the W.C.T.U., writing relative to tlie pro* vision of a rest room for mothers in the city, suggested that the Council rent a, suitable room on the ground floor in one of tho shopping centres not far from tihe Square, and should hire the necessary furniture and equipment, and place a trained motherly woman in charge. Such a room would ehoff whether the' mothers of Christchurch were prepared to take advantage of the (help thus afforded in sufficient numbers to warrant the acquisition of a suitable site and the purchase or erection of a permanent building for the purpose. The letter was referred to the special committee set up to consider the matter. Insanitary Premises. ? The District Health Officer advised that recently a death from tuberculosis had occurred in a certain house in Montreal street, and there ted been at least five previous oasee of tubercular persons living in that particular house. It was reported to l him by his inspector that the coverings on t/he internal walla and ceijings were in » dilapidated condition, tluj wall and ceiling surfaces wero unplastered, and th© paper sorim was loose on the walls in a number of the rooms/ He requested the Council to issue a cleansing order to hate oertain work oarried out. i The Council decided to take action accordingly. 'School Kates. .The secretary of the Beckenhaiji School Committee forwarded a resolution adopted at the last meeting; "That the Beckenham School Committee enters an emphatic protest against iiny private schools being exempted from rotes, 80 far as the city of church is concerned." AnSrews said 'the Council could do no more than the Municipal Conference had done. The conference' considered that everybody should pay special rates. The Reservea Committee repotted that thoy hftd arranged tp pell by. auction 6000 feet of pinuß insignia timber from the reserve at Burwood. After deducting th® cost of logging, sawing, and haulage, the nett Profit amounted to 4s 7 1-lld per 100. feet. Mr J. Malcomson had offered the sum of 8s $d per 100 feet on the ground for the balance of the logs, which would return a net profit of 7s per JQQ feet, ana the committee' recommended, that the offer be accepted. . . Cr, Andrews' eaid the area cleared was to he replanted. New Street?. The By-laws and Finance Committee reported that the new street formed by the Council between I/einater 'rpsd and Heaton street was almost completed, and the committee recommended that it be named Allister avenue. Mi F. W. Freeman, had applied for the Council's consent to the l»ying*QUt of a new street between Berwick and Westminster streets, St. Albans* The committee recommended that consent bo given, provided the corners of the street. were rounded off to the same radius as thoso in the church property trustees' subdivision in North Hicamond and Kensington.avenue. Messrs Ford and Hadfield had applied for the Council's consent to a new street between Selwyn street and South Crescent road, Spreydon. laying-out of the street waa agreed to by the Spreydon Borough Council m November, 1913, and the name Bolton avenue approved, the committee r ®* commended that the request be 2fßot^u« Cr. Hervey protested against the proposal to insist on rounded or the radius set out, and he moved tnat tha clause relating to the rounded corner should be referred back to the committee. j This was rejected by the Council, ana the clause was adopted. New Legislation. The By-laws Committee reported that it waa intended to hold a special meeting at 7 p.m. on Thursday to cofwder the Motor Vehicles Bill, the Highways Bill, and the Local Bodies Finance Bill, and recommended the Council to hold a special meeting the same evening a 8 p.m., to consider the committees report dealing with the Bills. ■ The report was adopted. The Town Clerk, Auckland, forwarded copy of a resolution adopted by a conference of representatives of local bodies in the Auckland Metropolitan area protesting against the proposal the Motor Vehicles Bill whereby the license fees for vehicles should be paia into tha Consolidated Fund. Cr Sullivan said he trusted the Council would carefully consider the new Finance Bill. "It's an unjustifiable interference with the freedom of municipalities," he declared. Electricity. The Electricity Committee reported that for tho extension of the system, authority was given to call for tenders for transformers, and hardwood poles, at an estimated cost of £5400. The erection of an additional sub-station in toe St. Martin's-Opawa district was authorised. A letter was received from tne j Public Works Department, assuring the i Council that the construction of tne > main diversion groyne in the Harper river would be completed in time to j ensure an adequate supply of water to»| the Lake for all requirements- j Tha report was adopted. Sanitary. The Sanitary Commit tee _ reported i that tha work of collecting nightsoil by j

means of electric trucks was commenced on the 23rd October and was proving satisfactory. As there were only two electrio waggons in use, arrangements had been made with the contractor to continue the work of collecting nightsoil in Spreydon, Opawa, and St. Martins until 31st March, 1923. A School Drain. The committee also stated that a. complaint was received' regarding the condition of the open drain running through the West Christchurch school f rounds. The Acting City Surveyor ad reported that the drain carried the greater part of the stormwater from the school-grounds in addition to waste water from a deep well. The drain had very little fall and had sunk at the Lincoln road end'. At normal times the channel in Lincoln road was very full and that did not permit of a free- outlet for the water from the school grounds. The surveyor recommended that tho water which came down Selwyn 6treet and Richmond terrace be diverted at the junction of Selwyn I street and Lincoln road, and that the school drain be connected at an angle in an easterly direction to pick iip the fall in the Lincoln road channel. The estimated cost of the work was £4O, and the committee recommended that it be put in hand. In reply to Or. McKellar, Cr. W. H. "Winsor said that no money was to he expended on the school grounds.
