Henri Lafontaine (Belgium) made a remarkable proposal to the League of Nations Assembly, and one which he himself characterised as audacious. He said that the world was suffering from an enormous debt, a year's interest of which at 5 per cent, was sixtyone milliards of francs, and. of which only 11 per cent, was pre-war debt. It was not right that those who lost the most should be the sufferers, while the neutrals became richer. He wanted the whole debt to become a debt of the League of Nations, with the creation of international markets.
