AKEIVES IN WELLINGTON.
JVfr David Wilber, tho new ConsulGeneral for the United States of America, arrived at "Wellington on Thursday night by the Tahiti from Genoa, via New York and San Francisco, in succession to Mi- Alfred A. Win slow, who has been appointed to Cape Town (South Africa). Mr Wilber will be stationed in Wellington, and' not in Auckland, as has previously been the case.
Speaking of trade between America and New: Zealand, Mr Wilber said that in the light of tho opportunities for reciprocal commerce the trade between tho two countries should bo considerable. Persohally, ho,would do everything possible to smooth tho way for ap expansion of. :such .trade, and he referred particularly to trade with California, which was similar to the Dominion in many ways. The Consul-General is optimistic «s regards matters financial, and he expressed admiration of the Dominion's legislation; concerning deposits and trade matters generally; that legislation ho considered very fine indeed. The position in Europe, America, and England was practically the same, for a periqd of readtion was certain to follow the war, aa had been the 'case ntfer every war. He instanced the position after the American, civil war (18611885). It was not till 1878, hp said, that one could get specio payment of money, in General Grant's eeoond Administration, and even after the trouble between Anjerica and Sgain there followed a period of financial stringency. The whole world was troubled oven industrial conditions, even Switzerland, but the upheaval, ho believed, would gradually subside.
