DOMINION BOY SCOUTS.

H; oil .-v. A'esert H. 8. J. Goodman, iiia H. H." Smith'. An apology for abeenoo was received from Col. P. C. Fenwick. The designs submitted by competitors an connexion with the Dominion Headquartera Boy Scout magazine were considered and the prize of £3 8s was awarded to Miss I/. Anderson of the School of Ait.for a dcragn accepted by the executive for purposes other than that of a cover for the magazine, a design by the Chief Commissioner being considered more appropriate. It was resolved that the Council be recommended to favourably consider the proposal that a Col. Cossgrove Memorial Badge bo issued to all Boy, Scouts obtaining the following badges:—Ambulance- Camp Sanitation, Friend to Animale, Handyman, Healthynmn, Missioner, Bescuer, and Pathfinder. The Badge will be e, facsimile, of a rope in gold cord encircling ft large *C • and tied at the foot in a reef knot, the whole to be in gold on blue cloth. The badge will be known as "The New Zealand Founders Memorial Badg»." v . It was decided to abolish the annual registration of troops and patrols so far as Headquarters is concerned, Provincial Headquarters and Local Associationa being left to make their own arrangements-- for the colleo-, tion of the annual levy. In place of annual registration every scout will, now bo required to Tegister in .accordance with a system outlined by the Chief Commissioner. _ It was resolved that it be a regulation that examiners for the Ambulance Badge must hold a First Aid Certificate from the St.. John Ambulance Association or be a medical •man or.a <[Ualified chemist. The following were elected a Headquarters Finance Committee:— Brig.-Genl. A. W. Andrew, Messrs H. H. Smith( Convenor), H. S. J. Goodman, and L. M. Isitt, M.P. It was resolved that at least half the amount collected in each province be returned) to Provincial Councils. It was decided that the Council be asked, to permit the executive, to hold over the matter of the appointment of Chief instructors until such tamo as the financial condition i of the Arsociation, will permit the appointment being made. It was resolved that the age for the enlistment of scouts (except Bover Scouts) be from 11 to 18 years It was agreed that Scoutmasters must be at least 20 years of age before being issued with commissions.
In connexion with tho prize of £5 5s given
by Major Totum for the best essay by a> Scout on any patriotic subject decided upon by the Executive Committee, it was decided that tho amount should' be divided into two prizes—a first of £3 3b and a second of £2 2s, the subject being "A Scout's duty to his Country." In connexion with the offer of the GovernorGenera! to give a cup or shield for competition by Scoute, it was resolved that a vote of thanks be accorded to his Excellency and that the Chief Commissioner approach him with a view to ascertaining if he would like to make any suggestions in regard to the nature of the competition. It wa« resolved' that it be a. recomrnendflr tioii to the annual general meeting ttat a tombstone be erected over the grave of the late Chief Commissioner, Lieut-Col. D. Cossfrove V.D., and that .every boy and, girl ©out in New Zealand be given an opportunity to contribute towards the cost. The special committee reported having obtained new offices in Victoria Chambers, KM The Chief Commissioner left OhristchuTch for Dunedin on Thursday for the purpose of flttcndimr a rally of Scoutmastere from the See of .Southland and North and South Otago. .
