SEEKING RECOGNITION. (Received February 4th, 8.40 p.m.) LONDON, February 3. It is understood that Krassin is returning, bearing counter-proposals, which include a refusal to accept responsibility for propaganda conducted by private Russian citizens; the safety of property of the Soviet Government on British soil must be guaranteed; Russian gold amounting to two and a half million sterling to be admitted to England; and, finally, that Russia is willing to acknowledge debts due to private individuals for goods actually delivered to previous Russian Govcrn•mehts.
