Signor Giolitti, replying in the Homo Affairs debate, defended the Government's policy during the occupation of factories, as teaching tht> proletariat . the losson_ that they could not run industries without capital. The Government had confiscated a _ large quantity of arms aud ammunition, in private possession in disturbed areas. Where the Upholding of the propagandist example of Russia had greatly contributed to the discontent in Europe the Governments were all wrong in disallowing free intercourse with Russia. Ho regretted the Socialists had not been allowed to see for themselves what a delusion Russian Bolshevism was. They would have returned with saner ideas. Referring to the settlement of the Fiume question, he caused a sensation by stating the Government had found in Fiume thirteen shiploads and many train loads of arms sent from Italy, indicating that civil war, and perhaps another foreign war, was in course of preparation.
