The Australian Press correspondent states that a meeting of the Sixth' Commission discussed the question of mandates. It is reported that a number of I members held the view tliat the Assemblv should nominate the mandatory States. The Hon. E. D. Millen took strong exception to this view. The surrendered territories had been ceded to tho Allies and Associated Powers who I granted mandatories to various coun- | tries and published tho fact to the whole j world before tho Covenant was signed. | Tho League claimed to rest upon jusi tice, nnd it could not begin its career I by violating the very Covenant jvhich 1 called it into being. _ Mr Milleh*'strongi ly urged tho Commission not to press S n view. Several dolcg sta'ted .that they hold the Assemblv had rirlit to issue mandates, they would not pres3 it in face of Mr Mil'en's statement, and particularly as the mandates were granted . before tho signing of the Covenant. Th'ero is some likelihood that tho mandates will come before the Assembly tomorrow.
